New Law to Release Horse Breeder Awards, Boost Industry, Causer Says

HARRISBURG – Millions of dollars in awards owed to breeders and owners of Pennsylvania-bred thoroughbreds will soon be released under a new law sponsored by Rep. Martin Causer (R-Cameron/Potter/McKean), chairman of the House Agriculture and Rural Affairs Committee.

More than $6 million in awards has been on hold because of a technical error in legislation adopted earlier this year to modernize the state’s racing industry.

“Our horse breeders are a vital part of the state’s racing industry and our agriculture economy,” Causer said. “Breeders and owners who are dedicated to preserving the quality and competitiveness of Pennsylvania-bred horses are deserving of these awards, and I am pleased they will be receiving them very soon.”

The new law also aims to boost the breeding industry by updating the formula by which awards are distributed.

Beginning Jan. 1, 2017, awards to breeders of winning Pennsylvania-bred horses sired by Pennsylvania sires are increased from 30 percent to 40 percent of the purse. Awards to breeders of winning Pennsylvania-bred horses not sired by a Pennsylvania sire remain at 20 percent of the purse. Awards to owners of Pennsylvania sires of winning Pennsylvania-bred horses remain at 10 percent of the purse. A little-earned award to owners of Pennsylvania-bred horses winning first in a non-restricted race has been eliminated.

House Bill 2303 was signed into law by the governor on Oct. 28.
